On 8 April 2025, the Commercial Aircraft Corporation of China (COMAC) convened the 22nd regular working meeting of its human resources system, marking a pivotal moment in the company’s strategy to underpin the safe and high-quality development of China’s large aircraft industry through strong talent infrastructure.
The meeting aligned with the directives of General Secretary Xi Jinping on the importance of advancing the domestic large aircraft sector. Informed by the company’s top-level policy documents and oversight mechanisms, COMAC outlined a comprehensive approach to talent management—placing emphasis on leadership development, precision training, and strategic human resource planning.
Luo Xiao, Deputy Secretary of the Party Committee and Company Director, addressed attendees with a clear directive: talent is the “first resource” in the pursuit of aviation excellence. Luo underscored the need to build a robust talent pipeline, insisting on rigorous selection standards, strategic leadership cultivation, and a steadfast commitment to implementation.
Key focus areas included:
- Cadre Development and Echelon Building: Luo called for the careful selection, placement, and management of leadership personnel, ensuring a well-balanced approach that values both morality and capability. Training initiatives will be tailored to address current skill gaps, aiming to strengthen responsibility and professional resilience across teams.
- Establishing a Talent Highland: COMAC aims to position itself as a magnet for high-end aviation professionals. This includes the cultivation of strategic talent pools, initiatives to support academic recognition such as academy memberships, and targeted efforts to nurture young professionals through innovative training mechanisms. The corporation also seeks to develop a globally competent management team with strong structural balance and operational excellence.
- Creating a Conducive Talent Environment: Employee support and well-being were highlighted as critical factors in sustaining organisational performance. Continued optimisation of the talent development system, coupled with reforms in incentive and resource policies, are expected to enhance both engagement and long-term loyalty.
A highlight of the event was the presentation of the 3rd COMAC Outstanding International Staff Award and the Outstanding International Leadership Award, which were awarded by Luo Xiao in recognition of exceptional contributions to the company’s global ambitions.
The meeting concluded with a review of directives from higher authorities and the official deployment of COMAC’s 2025 human resources agenda. Senior HR leaders from across the organisation participated in on-site discussions, reinforcing COMAC’s united front in shaping a resilient, future-ready aviation workforce.
