Washington, D.C., October 20, 2025 – Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, has signed a series of Letters of Intent (LOI) to explore potential areas of cooperation with Ukraine, including the possible supply of aircraft under a Foreign Military Sale (FMS) programme.
The signing ceremony, held in Washington, brought together delegates from Bell Textron, the Ministry of Economy, Ecology, and Agriculture of Ukraine, and UkraineInvest. The agreements mark the beginning of a process to evaluate industrial cooperation opportunities in connection with the potential procurement of the AH-1Z and UH-1Y helicopters.
Under the proposed collaboration, Bell would work closely with the U.S. Government to facilitate the delivery of aircraft to the Ukrainian Armed Forces, strengthening their operational and defence capabilities.
“We are proud to announce this agreement, and the potential to supply these incredible aircraft to Ukraine,” said Jeffrey Schloesser, senior vice president, Strategic Pursuits at Bell. “This initiative has been in development for some time, and we look forward to bringing it to completion.”
Bell Textron is a leading provider of commercial and military rotorcraft for both public and private sector customers worldwide. The company’s AH-1Z Viper and UH-1Y Venom helicopters are among its flagship defence platforms. Designed to operate in tandem, the two models share 85% parts commonality—enhancing maintenance efficiency, interoperability, and mission flexibility.
“We are confident that H-1s can play a pivotal role in further building defence capabilities in Ukraine, providing a much-needed upgrade while strengthening current Ukrainian air support,” Schloesser added.
