LEONARDO, ENAV AND UKSATSE JOIN FORCES TO RESTORE UKRAINE’S AIR TRAFFIC MANAGEMENT SYSTEM

In a significant move to rebuild Ukraine’s civil aviation infrastructure, Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have signed a Memorandum of Cooperation during the Ukrainian Recovery Conference. The agreement lays the groundwork for a collaborative effort to restore and enhance the country’s Air Traffic Management (ATM) capabilities under the Ukraine ATM Restoration and Recovery Plan (UARRP).

As part of the initial phase, five en-route primary radar systems, along with associated equipment, will be donated to Ukraine—marking the first tangible milestone in the broader UARRP initiative. The radar systems are expected to play a critical role in re-establishing basic surveillance capacity and enabling the phased reopening of Ukrainian airspace to civil traffic.

 

Leonardo, a European leader in aerospace, defence and security, will serve as a key supporter and technology provider for the recovery effort. Italy’s national Air Navigation Service Provider, Enav, brings operational knowledge and consultancy expertise to the table. UkSATSE will lead the implementation as the principal user and beneficiary of the restored systems.

 

The partnership demonstrates a unified commitment to the planning and execution of strategic projects under the UARRP. All three parties will collaborate closely with institutional partners to identify sustainable financing solutions.

 

Two Donation Agreements have been signed to formalise the initial contributions. These agreements reaffirm the collective intention to build a secure, functional, and future-ready airspace infrastructure for Ukraine. The framework set by the Memorandum and Donation Agreements may pave the way for further binding agreements as the project progresses.

 

This collaboration reflects Leonardo’s concrete support for Ukraine’s recovery and Enav’s ongoing commitment to international cooperation in aviation service restoration.
