The Civil Aviation Authority of Thailand will introduce Boeing’s Competency-Based Training and Assessment Learning Library across flight training organisations throughout the country. Boeing states it is the first time a regulator, rather than an individual operator or school, has implemented the library ecosystem-wide.
ADOPTED BY THE REGULATOR, NOT THE SCHOOLS
Boeing and the Civil Aviation Authority of Thailand have announced a collaboration to introduce Boeing’s Competency-Based Training and Assessment Learning Library across flight training organisations throughout Thailand. Boeing describes the initiative as first-of-its-kind, marking the first occasion on which a regulator has implemented the library across an entire ecosystem rather than an individual airline or flight school selecting it as a supplier.
That distinction is the story. In the ordinary course, a flight training organisation chooses its own courseware, and the regulator’s role is to approve the syllabus and examine the output. A national authority adopting a single manufacturer’s learning content across all participating schools inverts that relationship: the regulator is now specifying the material rather than assessing what the schools have chosen. The stated benefit is standardisation, which is real. Cadets emerging from different Thai schools would be trained against a common competency framework and a common body of content, giving airlines a more predictable product and the regulator a clearer view of what is being taught.
The corollary is equally straightforward, and is worth putting on the record without editorialising: a national training ecosystem standardised on one manufacturer’s library is dependent on that manufacturer’s continued provision, pricing and development of it. Neither Boeing nor CAAT addresses that in the announcement, and it is a reasonable question for other regulators watching the arrangement.
WHAT COMPETENCY-BASED TRAINING CHANGES
Competency-Based Training and Assessment is an ICAO-recognised approach that shifts the basis of pilot progression from hours completed to competencies demonstrated. It assesses behavioural competencies such as communication, workload management, problem solving and situational awareness alongside technical handling, on the reasoning that most accidents in modern commercial aviation arise from the former rather than from a failure of stick and rudder skill.
Boeing states the library is designed to strengthen pilot competencies, improve training effectiveness and better prepare cadets for modern airline operations, with Thai flight schools positioned to develop pilots holding both the technical and behavioural competencies required for airline careers. Chris Broom, Vice President of Boeing Commercial Training Solutions, said the two organisations were helping equip future pilots with the knowledge and competencies needed to operate safely and efficiently in an increasingly complex aviation environment.
Iratrachar Amornpipat, Personnel Licensing Department Manager at CAAT, described the collaboration as an important step in advancing pilot training standards in Thailand, saying that by drawing on Boeing’s expertise and CBTA learning solutions the authority could further strengthen the quality of pilot training and support the continued growth of the country’s aviation industry.
THE DEMAND BEHIND IT
The context Boeing offers is its own forecast of 66,000 new pilots required across Southeast Asia over the next twenty years, drawn from its Pilot and Technician Outlook. World Airnews Daily has reported on the global version of that figure, 674,000 pilots over two decades, and on the reasons it does not translate straightforwardly into employment for newly qualified cadets today: aircraft delivery delays, parked capacity and a hiring preference for experienced, type-rated pilots all compress the entry-level market in the short term even as the long-term forecast grows.
Improving the quality and consistency of cadet output is a rational response to that gap. If airlines prefer experienced pilots partly because low-hour candidates require more additional training, then a national training system producing cadets against a common competency framework is addressing the objection directly. The deployment will be available to participating flight schools across Thailand.
