JAA TO AND ROMANIAN CIVIL AERONAUTICAL AUTHORITY LAUNCH TRAINING COOPERATION

New framework aims to strengthen aviation regulatory expertise and professional development.

The JAA Training Organisation (JAA TO) has announced the launch of a new training cooperation framework with the Romanian Civil Aeronautical Authority. The initiative establishes a structured collaboration intended to strengthen aviation regulatory expertise and support the professional development of Romania’s aviation personnel.

STRUCTURED TRAINING ACCESS FOR ROMANIAN AVIATION AUTHORITY

The agreement follows an initial meeting and state visit held in Bucharest in August 2025, which laid the foundation for closer collaboration between the two organisations.

Through the new framework, the Romanian Civil Aeronautical Authority will gain structured access to JAA TO’s portfolio of specialised aviation regulatory training programmes. These include courses in Safety Oversight, Airworthiness, Aerodromes, Aviation Security and Safety Management Systems.

TWO-YEAR AGREEMENT SIGNED DURING ECAC WORKSHOP

The two-year agreement was signed by Nicolae Stoica, Director General of the Romanian Civil Aeronautical Authority, and Paula Vieira de Almeida, Chief Executive Officer of JAA TO. The signing took place during JAA TO’s annual High-Level Training (HLT/7) Workshop for European Civil Aviation Conference (ECAC) Member States.

The agreement reflects Romania’s commitment to developing the skills of its aviation workforce and strengthening regulatory expertise in alignment with European and international aviation standards.

FOCUS ON REGULATORY CAPACITY AND OVERSIGHT

Paula Vieira de Almeida, CEO of JAA TO, said the cooperation supports the organisation’s mission to assist states and aviation authorities in strengthening regulatory expertise and institutional capacity.

She noted that JAA TO looks forward to working closely with the Romanian Civil Aeronautical Authority and contributing to the development of its aviation oversight capabilities.

Nicolae Stoica, Director General of the Romanian Civil Aeronautical Authority, said the cooperation represents an opportunity to further develop the competencies of aviation specialists and strengthen regulatory oversight.

He added that access to internationally recognised training programmes and expertise will support efforts to maintain high safety standards and ensure alignment with evolving international aviation requirements.
