FAA CONFIRMS NATIONWIDE ROLLOUT PLAN FOR MOBILE CLEARANCE, ENDING EVALUATION IN FEBRUARY 2027 AS DIGITAL IFR DEPARTURE CLEARANCES EXPAND

The Federal Aviation Administration has set out its full deployment roadmap for Mobile Clearance, the digital departure clearance capability allowing general and business aviation pilots to request IFR clearances through ForeFlight and Garmin applications, with evaluation ending in February 2027 and nationwide deployment following — a decade after concept development began with MITRE in 2016.

HALF OF 44,000 DAILY IFR DEPARTURE REQUESTS ARE STILL MADE BY RADIO

 

The Federal Aviation Administration has announced at EAA AirVenture Oshkosh that it is moving forward with Mobile Clearance, a digital tool allowing general and business aviation pilots to request departure clearances through approved flight applications rather than over the radio. The scale of the operational problem being addressed is set out clearly in the FAA’s own figures: more than half of the 44,000 requests to depart an airport runway under Instrument Flight Rules are made verbally by pilots contacting the tower directly by radio. Each of those transactions occupies controller attention and frequency time, and each introduces the possibility of readback error.

 

FAA Administrator Bryan Bedford said Mobile Clearance was a smart, simple improvement building on technology pilots already used every day, and that moving routine clearances to a digital format would improve communication accuracy for pilots, reduce misunderstandings and help controllers stay focused on aircraft movement and runway safety. The system mimics the Pre-Departure Clearance capability within Tower Data Link Services already used by commercial airlines, meaning air traffic controllers are working with a familiar operating concept rather than an entirely new one.

 

A DECADE OF DEVELOPMENT: 2016 TO 2027

 

Mobile Clearance has been ten years in development. The FAA began collaborating with MITRE in 2016 to mature the concept and develop the underlying software. In 2024, simulation testing with pilots and air traffic controllers began at the NAS Innovation and Emerging Concepts Lab at the William J. Hughes Technical Center. Operational evaluation opened in May 2026 at Houston-area airports including Sugar Land Regional (SGR), Scholes International (GLS) and David Wayne Hooks Memorial (DWH), before expanding over the summer to Appleton International (ATW) in Wisconsin and New Century AirCenter (IXD) in Kansas.

 

In early autumn 2026, operational evaluation will expand further to Kansas City Downtown (MKC), Johnson County/Olathe (OJC), Austin Executive (EDC), Georgetown (GTU) and San Marcos (HYI). Simultaneously, the IFR cancellation feature will become available via Houston’s Terminal Radar Approach Control (I90) — a capability of particular value at uncontrolled airports or Class D towered fields when the tower is closed, allowing pilots to transition to VFR without additional radio or telephone contact while freeing controller capacity for aircraft separation. The FAA plans to end the evaluation period in February 2027 and transition to nationwide deployment of the final product.

 

INDUSTRY INTEGRATION THROUGH FOREFLIGHT AND GARMIN

 

Mobile Clearance operates through third-party flight applications that general aviation pilots already use for flight planning, navigation and weather — specifically ForeFlight and Garmin. This integration approach is central to the concept’s design logic: rather than requiring pilots to adopt a new dedicated tool, the capability appears within the applications already in daily operational use. Garmin announced its implementation, Mobile Clearance Delivery within Garmin Pilot, on 23 July 2026, giving Garmin Pilot Premium subscribers on iOS the ability to receive, review and accept clearances with a WILCO response, overlay the cleared route on the moving map and transmit it to compatible avionics via Connext.
