Reliance Industries and Rolls-Royce have announced a strategic intent to partner on the design, development, manufacture and delivery of an indigenous combat engine for India’s Advanced Medium Combat Aircraft programme, and will explore forming a dedicated Aerospace Gas Turbine Complex as a centre of excellence for propulsion technology in India.
AN INTENT, NOT YET A CONTRACT
Reliance Industries Limited and Rolls-Royce have announced their strategic intent to partner and offer capabilities for the design, development, manufacturing and delivery of a sovereign indigenous combat engine for India’s Advanced Medium Combat Aircraft programme. As part of the partnership the two companies will explore the formation of a dedicated Aerospace Gas Turbine Complex, intended as a centre of excellence for power and propulsion technology in India.
The announcement is precisely worded and its status should be read carefully. This is a declaration of strategic intent and a joint proposition, not an awarded contract, and the companies describe the complex as something they will explore forming. What is being offered is a combination (Rolls-Royce’s propulsion technology alongside Reliance’s manufacturing, scale and execution capability) put forward for a programme whose engine selection remains a live question.
WHY A FIGHTER ENGINE IS THE HARDEST THING TO INDIGENISE
The reason this announcement carries weight is that combat engine development is among the most demanding undertakings in aerospace, and one that very few countries have completed independently. A modern fighter engine must deliver high thrust-to-weight ratios while operating with turbine entry temperatures above the melting point of the alloys involved, sustained across thousands of cycles and through the full envelope of altitude, speed and manoeuvre a combat aircraft demands. The single-crystal turbine blade casting, thermal barrier coatings, and hot-section metallurgy required are as much manufacturing capabilities as design ones, and they cannot be shortcut – which is why engine capability, rather than airframe capability, is typically the constraint on a national fighter programme.
India’s experience makes this specific rather than theoretical. The country’s earlier indigenous fighter engine effort ran for decades without producing a powerplant that entered series production on a frontline aircraft, and the AMCA programme’s propulsion arrangement has been an open question throughout its development. A partnership with an established engine manufacturer addresses the technology and process knowledge that is difficult to develop from first principles, while the stated ambition is that the resulting capability be sovereign and end-to-end.
Rolls-Royce and Reliance state that the Aerospace Gas Turbine Complex would build sovereign, end-to-end Indian capability across design, development, manufacturing, testing, production and through-life support, and would unlock opportunities for wider collaboration across defence, civil aerospace and new power and propulsion systems. The inclusion of testing and through-life support in that list is significant: test infrastructure for combat engines is expensive, scarce and itself a strategic capability, and through-life support determines whether a fleet can be sustained without external dependency.
THE STATEMENTS
Anant Ambani, Executive Director of Reliance Industries Limited, said India’s strategic autonomy required sovereign capability in critical technologies, and that the intent with Rolls-Royce was to combine its expertise in advanced propulsion with Reliance’s technology, manufacturing, scale and execution capabilities to build an indigenous aero-engine ecosystem in India. He said the aim was to build an enduring national capability making India self-reliant and, over time, globally competitive in advanced propulsion technologies, describing it as the company’s contribution to the Prime Minister’s vision of an Atmanirbhar Viksit Bharat.
Tufan Erginbilgiç, Chief Executive of Rolls-Royce plc, said he welcomed the opportunity to join forces with Reliance Industries, bringing together a century-long heritage in advanced engineering and proven engine expertise with Reliance’s leadership in Indian industry, and that together with existing partnerships and capabilities in India this marked a major milestone towards building a self-reliant aerospace ecosystem in the country. The companies state the alliance will support India’s Atmanirbhar Bharat vision for technology indigenisation and help position the country as a global leader in advanced propulsion capabilities.
