PARIS SUMMIT SETS UP A DECEMBER FUNDING DECISION IN ROME

The International Space Summit takes place in Paris on 9 and 10 September, bringing together world leaders, ministers, industry representatives and astronauts at what ESA describes as a pivotal moment for the future of space. During the summit’s exploration session on the evening of 9 September, ESA Director General Josef Aschbacher is expected to argue that human activity in low Earth orbit is entering a new phase, that the Moon is becoming a destination for sustained operations, and that the foundations for future Mars missions are already being laid, with the capabilities Europe develops now determining who participates in and influences that future architecture. “The International Space Summit in Paris is an important opportunity to build momentum around Europe’s long-term vision for space exploration in a rapidly changing world,” Aschbacher said ahead of the event. “The European Space Agency has a pivotal role to play: giving Europe the capabilities, technologies and confidence to think bigger, move faster and pursue its own ambitions.”

A TWO-TIER MINISTERIAL PROCESS

The Paris summit itself is a political and visionary gathering rather than a funding decision. ESA’s own framing is that its role is to set out technically sound, scalable and affordable options for European leaders, while the actual strategic direction and budget commitments rest with its member states. Those commitments are made at ESA’s Council at Ministerial Level, the agency’s full budget-setting meeting held roughly every three years, with the next one due in 2028. Between full cycles, member states can also hold an Intermediate Ministerial Meeting, as they last did in 2021 and will again in Rome this December, to adjust or top up funding commitments without waiting for the next full council. The Rome meeting follows the Paris summit by around three months and will run alongside the European Union’s adoption of its next Multiannual Financial Framework, another process that will help shape Europe’s role, competitiveness and influence in space over the coming years.

The summit is being hosted at the invitation of French President Emmanuel Macron, alongside his special envoys, ESA astronaut Thomas Pesquet and European entrepreneur Hélène Huby. ESA representatives will take part in multiple sessions covering exploration, Earth observation, secure connectivity, resilience, science and industrial competitiveness.
